RULES FOR HOWL! FESTIVAL VENDORS

1. A Sales Tax Number (otherwise known as a Certificate of Authority) is required for all businesses who will be making sales in New York State that are subject to sales tax. To obtain a Certificate of Authority, you must file form DTF-17 -"Application for Registration as a Sales Tax Vendor" for your business with the New York State Department of Taxation and Finance at least 20 days (but no more than 90 days) before you begin operating your business. If you are an established business, you may already have one. You can get a tax card from the New York Tax & Finance office, located at 86 Chambers Street (corner of Broadway), room 201, in lower Manhattan. (N or R train to City Hall or 1, 2, 3, A, or C to Chambers Street) Bring Photo ID and your social security card with you. 2. THE FESTIVAL WILL BE HELD RAIN OR SHINE. No refunds.

3. If you are a food vendor, you must complete the Food Handlers Course given by the NYC Dept of Health (also located at 42 Broadway). You may call them at (212) 788-7439 for details, or see their web site at: http://www.nyc.gov/html/doh/html/inspect/ispecial.shtml One week before the festival you must obtain a Temporary Food Establishment Permit. All food vendors, INCLUDING RESTAURANTS, must have this permit. Food means any consumable item, including pre-packaged cookies, nuts, candy, beef jerky, snack foods, soda, bottled water, etc. ALL FOOD VENDORS MUST WEAR GLOVES. To avoid any problems, please apply for your permit a week before the festival. If you have multiple booths, there must be a separate license for each booth.

PLEASE NOTE: PLEASE HAVE YOUR BOARD OF HEALTH PERMIT FAXED TO FEVA, AND WITH YOU AT TIME OF CHECK IN AS WELL.

4. THE SALE OF ALCOHOL AT THE FESTIVAL IS PROHIBITED.

5. The use of propane is prohibited unless you have a propane permit issued by the City of New York. Deep-frying is not allowed in Tompkins Square Park.

6. Food spaces are 14' x 10', Tompkins Square park spaces are 10' wide by 8' deep, and St. Marks Place spaces are 10' wide by 8' deep. You will be notified of your location prior to the event. We provide a large table and a sign with the name of your company hand-lettered by a local artist. You must use the sign provided by HOWL with your company name.

7. You are required by New York State law to have your New York State Sales Tax Card at the festival and to collect 8.625% sales tax on all sales.

8. You may sell only the type of items specified in your application. If you share a booth it must be specified in your application. If you have any questions, please email Clarity32@gmail.com

9. You may not sell counterfeit or unauthorized merchandise. No refunds will be given if your merchandise is confiscated by the police.

10. No one may use a microphone, radio, or sound device at any booth without prior approval from HOWL.

11. The HOWL Festival and HOWL are not responsible for lost or stolen items.

12. We will provide access to a generator for an additional fee of $200.00. You must let us know at the time of application. Howl will not provide extension cords, you must bring your own (length may vary, check with street fair coordinator).

13. Check-in 8:00-10:00AM, Load-in 9:00-11:00AM, Festival 12:00-7:00PM, Load-out 7:00-8:30 and must not begin before 7:00pm. VEHICLES WILL NOT BE ALLOWED ONTO STREET AFTER 11:00AM AND ALL VEHICLES MUST BE CLEARED OFF STREET BY 11:3OAM SHARP.

14. No vehicles allowed in the park except by prior written authorization by Howl Festival. Any such authorized vehicles must be preceded directly in front of vehicle by Howl staff flagman.
